Unpaid Wages Leave San Diego Workers Waiting Years

San Diego County, California — More than $30 million in unpaid wages reportedly remains uncollected by workers across the county. The growing total highlights the financial and emotional strain employees may face even after successfully proving that an employer owes them compensation.

San Diego Wage Enforcement Proposal Remains Delayed

San Diego County officials estimate that more than $30 million in unpaid wage judgments have accumulated since 2017. These are awards workers have already won but have not successfully collected.

In May 2026, Supervisor Paloma Aguirre planned to present reforms to add two full-time labor enforcement positions, explore additional funding for affected workers, and improve interagency coordination. The proposal was removed from the May 19 Board of Supervisors agenda following a deadly local shooting and the absence of Board Chair Terra Lawson-Remer.

Although all five supervisors attended the June 25 meeting, the item did not return. Aguirre’s office said the proposal would be refined and reconsidered in the fall. Some workers reportedly remain unpaid years after receiving judgments.

What California Workers Should Know About Wage Claims

California employees may file a wage claim when an employer fails to pay earned wages, overtime, vacation pay, or other covered compensation. State protections apply regardless of immigration status, an important point for Filipino and other immigrant workers who may hesitate to report violations.

Workers should consider:

  • Saving pay stubs, schedules, time records, employment agreements, and compensation messages
  • Calculating missing wages, overtime, commissions, tips, or final pay
  • Filing with the California Labor Commissioner or reporting broader violations
  • Contacting San Diego County’s labor enforcement office for local guidance
  • Asking whether waiting-time penalties apply when final wages were willfully withheld

A favorable decision does not guarantee quick payment, so collection planning remains important after judgment.
